Writing Off Government Property is also one of the scope of work carried out by the
Administrative Section of the Ministry of Finance. In accordance with Ministry of Finance
Circular Nio. 1, 1993 dated 27 January 1993, His Majesty the Sultan and Yang Di-Pertuan of
Negara Brunei Darussalam has consented to the establishment of a Standing Board of Survey
of the Ministry of Finance (full-time), responsible for dealing with applications from
Government Ministries and Departments which have no Standing Board of Survey to write-off
condemned, inserviceable, uneconomical,obsolete and surplus stores, motor vehicles,
equipments, machinery; old and dilapidated buildings, ecetera, as verified by Heads of
Departments in accordance with Financial Regulation 589 of the Financial Regulations 1983.
There are several categories and procedures for Writting Off Government Property, as
follows:
- Motor Vehicles (cars, buses, trucks, pickups, jeeps, et cetera), Heavy Vehicles
(Bulldozers, excavators, graders, rollers and others ), Grass Cutters, Chainsaws and
Motorcycles : Prior to application for write-off, the Ministry or Department concerned
should write to the Public Works Department (Mechanical Section) for inspection of
vehicles for disposal and issuance of a Technical Inspection Report. This will be
submitted to the Standing Board of Survey of the Ministr of Finance for further processing
and recommendation to the Write-Off Advisory Committee at the Ministry of Finance for
consideration and approval.
- Office Equipments (typewriters, photocopiers, computers, ecetera) and furniture (chairs,
tables, cupboards, et cetera) : Prior to application for write-off, the Ministry or
Department concerned should write to the Information Technology and State Stores
Department for inspection of office equipments for disposal and issuance of a Technical
Inspection Report prior to submission to the Standing Board of Survey for further
processing and recommendation to the Write-Off Advisory Committee.
- Outboard Engines, Boats and Ships : Prior to application for write-off, the Ministry or
Department concerned should write to the Marine Department for inspection of outboard
engines, boats and ships for disposal and issuance of a Technical Inspection Report prior
to submission to the Standing Board of Survey for further processing and recommendation to
the Write-Off Advisory Committee.
- Electrical Equipment and Appliances (air-conditioners, fans, cookers, et cetera) : Prior
to application for write-off, the Ministry or Department concerned should write to the
Electrical Services Department for inspection of electrical equipment and appliances for
disposal and issuance of a Technical Inspection Report prior to submission to the Standing
Board of Survey for further processing and recommendation to the Write-Off Advisory
Committee.
- Demolition of Government Buildings (old, dilapidated, condemned and site needed for
new/future development project) : Prior to application for demolition, the Ministry or
Department concerned should write to the Standing Board of Survey who will foward the
application for demolition of building to the Ministry of Development for further process
by carrying out inspection and fowarding their report and recommendation to the Write-Off
Advisory Committee for consideration and approval in accordance to the powers conferred by
Article 15 of the Constitutional Order (Financial Regulations) 1959 and Chapter 501 of the
Financial Regulations 1983.
- To write-off losses or irrecoverable amounts of public moneys such as abandonment of
debts for any specified reason should be fowarded to the Ministry of Finance for
assessment and recommendation to the Write-Off Advisory Committee for consideration and
approval.
Disposal of government properties such as non-technical items (books,
magazines, newspapers and crockeries) : Head of a Department is only required to clarify
and verify the disposal of such items.
Every application to write-off which has been given full consideration and
recommendation by the Write-Off Advisory Committee will then be submitted to His Majesty
the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for approval.
Letters of approval for write-off and disposal or demolition of buildings will be
issued by the Ministry of Finance to the relevant Ministry or Department as soon as
approval is granted by His Majesty the Sultan and Yang Di-Pertuan, and a copy of the
letter of approval will be fowarded to the Audit Department and the Treasury.
