The Minister of Finance is the responsible minister under all the legislation.  The Authority is appointed by His Majesty The Sultan And Yang Di-Pertuan of Brunei Darussalam and is personified by the Permanent Secretary of the Ministry of Finance (MOF).  The BIFC division is multi-disciplinary.  The officers comprise of lawyers, accountants, economists, securities experts and senior administrative staff. 

The Registrar of International Business Companies and Limited Partnerships is in charge of a Registry, which, for confidentiality and administrative reasons, is a part of BIFC.  The Registry is within MOF and quite separate from the domestic registry.  The Authority is basically a regulator, but has an educational role which is played in conjunction with promotional activities undertaken by the private sector.
